SAN FRANCISCO — Some small businesses are worried that a proposed Internet fast lane will make it tough for them to compete with bigger rivals.
They are helping lead the push for "net neutrality" laws, which would force Internet service providers to treat all websites the same. One proposal was defeated in the House of Representatives; the Senate may vote on another as early as this week.
